Shona Cowan is the national programme lead for the Portfolio Office for the Quality and Efficiency Support Team (QuEST) in the Scottish Government Health and Social Care Directorate.
The QuEST team is supporting NHS Boards to meet the challenge of increasing efficiency and productivity whilst improving quality. This involves working with local teams to identify, test and share learning on how they are achieving improvements in quality of care delivery.
The QuEST Portfolio Office provides a national overview of quality, efficiency and value across all NHS Boards and sponsored improvement programmes and leads the knowledge management strategy for QuEST.
QuEST supports the opportunity the UKMB Forum provides to enable practitioners from a variety of backgrounds to share and learn from the UK and further afield, about how we increase the rate of knowledge uptake and diffusion of high impact approaches to improving the delivery of health and social care services.
The QuEST approach to increasing quality and value and sharing the learning across NHS Scotland
QuEST sponsor a varied portfolio of clinical and support services programmes which aim to improve quality whilst delivering increased efficiency and productivity.
A key aspect of our work is enabling Boards to test, share and learn from approaches which increase value by a range of methods which include; identifying up to date research evidence, helping scope tests of change, publishing case studies and supporting networks where practitioners come together to share and learn.
Increasing the uptake of knowledge of what works from our programmes is critical to meeting the need to drive the pace and scale of improving service delivery across NHS Scotland.
